Founded in 1923, Community Services of Northern Kentucky - DBA The Bill & Betsy Scheben Care Center (formerly Cardinal Hill of Northern Kentucky) has a long and dedicated history of providing programs and services that meet the special needs of children and adults with disabilities. From their original Covington location, the company pioneered many "firsts" in Northern Kentucky, including the first to provide special education classes for children in the Commonwealth of Kentucky and the only classes (the Opportunity School) for children with physical disabilities. They were also the first facility in Northern Kentucky in the 1950s to offer audiology (hearing) services to children and adults.
