Region Värmland is an organization formed by the county’s 16 municipalities and the county council to take responsibility for regional development, growth issues, culture, public transportation, and adult education in Värmland. Established in 2001 as a municipal association*, it has since evolved to encompass the planning of infrastructure, five colleges for adult education, and several regional resource centers, contributing to the economic, social, and environmental sustainable growth of the county. The organizational shift in 2007 was driven by the Government's decision to delegate certain functions from the county administrative boards to cooperative bodies**. Region Värmland's scope of responsibilities includes Visit Värmland, the Regional Resource Center for Dance, and the Regional Energy Agency, all of which align with the mission of creating life quality in a world-class setting. The organization operates within the framework of the Local Government Act and actively engages in the betterment of the region's health care infrastructure. *A municipal association is a form of cooperation between municipalities regulated in the Local Government Act. County councils can also be members of municipal associations. **A cooperative municipal body is a municipal association comprising all the municipalities in a county, with the possibility of including the county council. These cooperative bodies have taken over regional development tasks from the Government. As of 2008, there are 14 of such bodies in Sweden.
