Center for Family Representation

Center for Family Representation (CFR) is a nonprofit legal services organization dedicated to keeping families together and children out of the foster system. Established in 2002, CFR’s mission is to defend the rights of parents and youth through free, holistic interdisciplinary legal and social work representation, primarily focusing on low-income Black and brown parents and youth targeted by systems of family regulation and incarceration.

CFR’s model aims to support parents in raising their children with self-determination, reduce reliance on the foster system and youth incarceration, and address the underlying causes of family instability. It operates in the Bronx, Manhattan, and Queens, representing parents and youth, while also providing training and technical assistance to over 500 practitioners annually from around the country. Additionally, CFR actively works to promote systemic change that dignifies and benefits youth and families.
